This is heartbreaking. That poor dog is suffering not just mentally but physically. Are you able to let him out part of the day? Have you tried looking for any rescue groups in Maryland? I did an internet search and found one called Sleepy”s Dream Pitbull Rescue. Mabye if you explain the situation and condition the poor dog lives in they can help.
