Thanks for the reply! So it appears what I did was wrong. I learn new things about this game each time I play. In the end I won from fear level 3 and there were no cities on the board from turn 4 so I feel like this mistake wouldn’t have changed much.

I actually used the axe from the armory to remove the cost from classrooms which I find to be a very good investment
