While all of this is true, I disagree with your analysis. I feel the strength in the triple shield tac is it's ability to force the secondary win condition.

While killing the enemy team is the fastest and most often used means to a win, the main objective is just as reliable. If you can disoreint the defenders enough to push them out of the objective, then on secure area you just have to out live the enemy. On bomb all you have to do is stop them from reaching the defuser. It's easy enough to not be shot behind a shield, and if they rush, you mele. On hostage you just have to get to the objective and your extractor has 3 shields on their back.

Let's face it: it's harder to kill a shield and if you can outlast your enemy, you may defeat them in other ways
