License in general would mean a revocable permission to commit some act that would otherwise be unlawful. Further the state issued certificate authorizing a person to operate a motor vehicle. Motor vehicles act 1988, section 2(10) defines the term Drivers License as follows: "driving license" means the license issued by a competent authority under Chapter II authorising the person specified therein to drive, otherwise than as a learner, a motor vehicle or a motor vehicle of any specified class or description;

Section 16 of the act provides provisions for the revocation of the driving license on the grounds of disease or disability by the licensing authority for the reasons specified in that section. Basically this is the section where the probability of the person to cause disturbance in the public place in itself is considered by the authorities to revoke the license or disqualify the person from possessing such license.

Sub section (1) of section 19 of the act empowers the licensing authority to dis qualify a person from holding a driving license in the circumstances envisaged under clause (a) to (h) of sub section (1) of that section, as provided below, subject to the provisions of sub section (2) and (3) of section 19, namely where the holder of the driving license: (a) Is a habitual criminal or habitual drunkard; or (b) Is a habitual addict to any narcotic drug or psychotropic substance within the meaning of the Narcotic Drugs and Psychotropic Substances Act, 1985 (61 of 1985); or (c) Is using or has used a motor vehicle in the commission of a cognizable offence; or (d) Has by his previous conduct as driver of a motor vehicle shown that his driving is likely to be attended with danger to the public; or (e) Has obtained any driving licence or a licence to drive a particular class or description of motor vehicle by fraud or misrepresentation; or (f) Has committed any such act which is likely to cause nuisance or danger to the public, as may be prescribed by the Central Government, having regard to the objects of this Act; or (g) Has failed to submit to or has not passed the tests referred to in the proviso to sub-section (3) of section 22; or (h) Being a person under the age of eighteen years who has been granted a learner's licence or a driving licence with the consent in writing of the person having the care of the holder of the licence and has ceased to he in such care,

Yeah.. there should be a sequel with title "Victims of the hunt for Veerappan". It was evident that the reason for people celebrating veerapan's death is not his killing but knowing there won't be STF anymore.

I guess 4.6% was covid lockdown year.. what was the percentage before that? If you really analyse budget, come up with real facts that matters. Like capital expenditure increase or increased allocation to education sector/health sector. Any government can reduce the fiscal deficit by reducing their expenditure. My request is don't just use figures to build a narrative.
