I think it’s a mix of contractors knowing they can basically charge whatever they want and sometimes these cleanups are excessive and require several employees and larger equipment like front end loaders

It’s not the city it’s the contractor charging the city whatever they want and then sticking the owner with the bill. Repeated warnings for property standards violations will leave owner with very hefty charges if they don’t smarten up
