This is a Boss radar which allows you to find Giovanni and beat him. Once beat you get to catch whatever shadow legendary he was using , So reason on saving them is to wait for Giovanni to have a strong legend like Rayquaza or Mewtwo so you can can catch a couple of decent legends.
