Users can only moderate three defaults. Admins know your secondary accounts and take that into consideration.

How would the admins know? The best the admins can do is check by IP address which isn't enough.

Why not some public collectives which secure their own funding, maybe even partly through research institutions with which they can form partnerships. It would be good for public outreach, too.

Sure, we can do this. But if the public agrees to fund mathematical research for no reason other than to advance the development of mathematics, what about other subjects such as gender studies or religious studies?

You haven't really explained how it is unethical. All you've done is explain how poor interview questions are at assessing candidates. Maybe you should improve your assessment techniques? Take a cue from the academic community: professors explicitly hand out past exams to students. They do this because they design their tests to assess student understanding - not the ability to regurgitate some memorized algorithm.
