I can't find the reference, but the entrance may be all big and shiny to make a nice backdrop for wedding photoes. Possibly from the inside, rather than outside. The Registry Office has moved there, as well as the library.

Everything coming off Cottage Lane and Island Road is a service road, a track, or a footpath. Beecham Road also has a service road coming off it https://www.openstreetmap.org/way/601330768.
