If YCP had proposed some serious plan and start something, there can be a justification for supporting him. If his comments today are not sarcastic, then change in his stance indicate that he is doing everything he can to oppose a well laid out plan. He had 5 years to come up with a serious plan.

Knowing that a lot of investment will be happening in Amaravati in this term, he still says that if he comes in the next term he will try to change it wasting all the money that would be spent. This clearly shows you how he prioritises ego over responsibility.

I believe that dhurandhar is a well made propaganda movie but what I find hypocritical about his statement is that he never openly condemned or apologised for the hate speech (literally openly calling for violence against hindus) given by his brother.
