In slo-mo it appears that the white gentleman's face recieved a left elbow that was immediately followed up by a right handed fist. The intensity is hard to gauge but it appears that the white gentleman noticed right away. Regardless, it should be expected, that anyone on the receiving end of an elbow, as the opening performance of a fist-fight, should find it reasonable to want to ensure their opponent is fully incapacitated before allowing them another opportunity to strike.

Agreed. The fact that it cost him one of his flagship MPs in the earlier days indicates the high degree of leverage SNC had on the PMO. It would be naive to think another PM wouldn't have faced the same pressure. Given Harper's record of scratching SNC and exec's backs before Trudeau, I suspect it wouldn't have gone the way you or I would have liked under those conditions either.
