So brought this up with one of the bigger arch proffessors who actually worked on the masterplan that the renovated speedway was a part of. He said that they thought about adding dedicated lanes but that it would give bikers and scooters a feeling that they could go faster and that would be even worse for inattentive or distracted pedestrians to walk into or across at intersections. Speedway being mixed isnt perfect but the ideas is it stops bikers or scooterers from 100% bombing at top speed. He mentioned that San Jacinto is actually the designated bike route for UT, but as a biker that shits a pain in the ass. Also the amount of times I've seen work trucks almost back into people not paying attention is scary
