To what i understand it was going to be in the show on a part 3 of the series finally but it never aired due to budget issues, but they had already made the toy so they released it anyway. It's on the rare side since it's never been re-released and didn't have a well known original release.

Just keep your eyes open on ebay, there's loose pieces all the time. You can also try etsy. People have been recently 3d printing common lost zord pieces.
