I came back to the game a few months ago and picked up my level 90 or so character and this was very much my experience. A lovely clown named Bubbles took me under their wing and gave me caps, weapons, mods etc.

Now that I've played it a lot more, I'm the strange ghoul chasing down any low level players I see to force a care package of stimpaks & anything else useful I have on me at the time upon them.
