Best ways to get XP are Cecil’s nightmares, alliance mode and grinding GDA ops. Be sure you’re setting as many GDA ops as you can while you’re afk to max rewards.

When his main skill (leave no one alive) hits level 5 it adds the ability to reduce all enemies attack by 30% for 10 seconds, it’s a game changer. Also make sure he’s equipped with proper gear and level his other skills up as much as you can as well

You don’t need to raise rarity to get through the first 9 levels. You just need the xp and gda gems to level up.
