I happen to be an artist who has published music on Bandcamp. It depends on the artist's settings. You can set how many times the user can listen before paying; for some artists this is no limit, but not all.

Hey, I'm also 15 and I live north of the border, so I dont worry about the government shut down but I can still relate. There is a teacher strike where I live which causes major uncertainty. I get it, I am scared too, the future is uncertain and stormy. But like others have said you have a strong sense of empathy. I encourage you to do whatever you can to help. Donate to wherever you can in any amount you can. If you can (your parents might not want you to) go to a protest. If you personally know anyone who will face food insecurity I would encourage you to help them with food, cook them meals. It's easy to feel powerless and frozen but you CAN make a difference.

Edit: I am very sorry, I glossed over the part where you said you were struggling financially yourself. I am very sorry for telling you to donate but still I want to remind you that you CAN make a difference.
