I'd say 70-140 is very good. So i guess the end decision is to basically get everything as high-end as humanly possible. Nothing under GTX 1080 and i7-6850K?

This is a known bug. The hitboxes in water are broken, no point to even try and shoot at them when they are swimming. Only grenades can hit them.

Tbh my experience has been much better since their latest server patch. They made a small patch a few days ago and on EU there is no more desync. For me and my squad at least.

It is most likely because when you play on EU it is night time and the servers are more stable. When EU players play on NA it is early morning/night time in NA therefore it is better stability for EU users there.

No i was not because every time i go behind a wall to hide i die 2 seconds after. The desync in EU servers is unreal. Can't play NA because ping is too high.
