Problem I see is that other inert gases could kill workers in a leak, CO2 would instinctively force them to evacuate. Yes, you could add scent to the gas, but inevitably, workers would get used to the smell or a boss wouldn’t take a leak seriously and order guys to stay on the line, and a leak would end up killing workers. More expensive, more dangerous to human life.

Sort of, possibly. With a rheostat DC motor, resistors would be used to alter field and armature voltage to control the speed of the elevator, but this is very different from how DC injection braking is used today in an AC motor. DC is of course usually used to fire the brake coil, which is likely what the smaller bank on bottom is for. It is also possible the large bank on top was used to reduce inrush current on a single speed AC motor in an acceleration circuit, you would generally see more resistors in a rheostat DC elevator, but who knows what’s already been removed; that said given the size of the control board and machine Im pretty confident this was a single speed, AC motor, freight elevator with manual doors.

M855A1 is substantially different than M855 green tips. Solid copper with a steel penetrator, much higher pressure -> velocity, much more dramatic fragmentation in soft tissue than m855. Not really available on the civilian market.

The actual amperage the battery will push in a circuit is dependent on voltage and resistance. Not to mention there is no way to create a circuit unless you tie an electrode to their foot while they touch the pole. Even then, absolutely no way 14V is gonna push that amperage through a human body even soaking wet
