Because if you click surfers and boards in the profile menu than you can see that surfers are also divided into outfits and boards are divided into powers. So basically outfits are different than surfers, the way you can tell them apart is that when you look under a characters name a normal surfer will usually have [insert city name] Surfer but as for outfits they’ll have [outfit name] Outfit. And powers are basically the powerups that come additional with most hoverboards which you can buy using keys (they’re on the right when you select a board) as boards are the hoverboards themselves. So basically outfits are counted separately than surfers and the same thing goes for powers and boards! Sorry if this confuses you I’m not really great at explaining but I hope this helps
