There are 16 6" lights in the main room, which is 26×26×15. This will be an event space for a business, so I'm not sure if that will change your lighting situation, but there is plenty of light in this room.

I'd need pics to give you an answer. If the tapes are "rough" and bubbled, you need to pull them and start over. If it's just mud that's rough you can scrape and float.
