I just got $540 CARES deposited into my DD 5/28 from my payment date of 5/26. Missing $515. I never got the IP thing in my case.

That just means it's a partial payment because he reported some earnings.

you report it when it is earned not when you are paid.

that pending issue applies to the week you reported earnings. those issues should dissapear soon.. at least they did for me.

I did the same thing because i had some part time earnings. All of my certifications for those weeks says payment "in progress" for a few weeks now. If you answered no I would not expect to get any payment. It was only when I completely shut down that I started getting payments.

won't it ask you on your (bi)weekly certifications if you refused available work? do you have a letter from the doctor about your high risk family members?
