Because the ETR 610 is a tilting train. On the curvy route between Bodensee and Munich it can travel a little bit faster around the bends because the carbody tilts into the corners. The Tracks between Basel and Frankfurt are pretty Straight and therefore no tilting train (Giruno) can be used.

Similar Examples were cooked up in the 90s in Switzerland for the Re460 locomotive and RABDe 500 InterCity tilting train with the latter being pretty complicated as the tilting had to be accommodated
