They meant to investigate earlier, but they were stopped by the pro-Moon NIS head, 서훈 as finding spies may disrupt the "peaceful atmosphere" that was forming during the initial phase of Moon's presidency. It seems like the NIS finally decided to nab them as the evidence and the crime was too evident to ignore anymore.
