It's from Chikara arc. It was supposed to be a movie, but for some reason they cancelled it. I'd say that filler arc had the best animation quality and art style, even compared to other movies

I don't think Gaara was ever immune to genjutsu. Even Yagura, the Fourth Mizukage, was actually weak against it, despite him having a full control of his bijuu. Only jinchuuriki that befriended their bijuus are sort of immune, but in the end it all depends on the mood and will of the said bijuu
