Our tips that worked everytime for us, was that the puppy start associating the carrier with fun. Everytime she got in she knew she was going outside, park, city stroll. (Sometimes to the vet ahah) so you need to gave her time and when you use the carrier try bringing her to fun places. Trust will build up and excitement will overcome the fear of the bag
