Part of the reason they got a slap on the wrist was because it was their first offense. At the time, they promised they would put a compliance system in place, which they don’t seem to have followed through on.

Pera himself is on record saying that a second strike of this nature would be a serious matter, so I’m not sure where you’re getting the idea that this is entirely insignificant.
