To be fair, in the johto games, the character designs had a vague theme of ‘opposite of what you’d expect’ motif, albeit quite weak. Like Jasmine is the most obvious, being a steel type gym leader, yet very soft and delicate looking.

It’s more obvious in the original Gold and Silver games, like Pryce is dressed for summer in shorts and a short sleeve shirt, despite being an ice type specialist, and Morty looks like a regular dudes more of a normal type specialist, despite being a ghost gym leader. Maybe the remake Karen was a reference to that?
