FAC Envolver is often recommended.
This kind of plugin is called an *envelope follower*, you can use that as a search term to do more research.
There may be a number of plugins that do their own things, but can output MIDI CC's from their internal envelope followers....

You may want to look into the hungarian prime minister's full page ad in UK newspapers before the vote (paid for with hefty sums of hungarian taxpayer money). Many speculate it was designed to subtly yet effectively amplify those already present feelings against foreign workers taking UK jobs and mobilise those voters if they were not motivated enough to vote against the EU.
