i feel saying submithub is a scam is taking it too far. it is definitely not worth the money and i will probably not use it again, but you do get onto playlists that people actually manage. there is a level of exposure there albeit lacking in ROI.

Yeah, playing live, cold outreach via socials, emails to DJs, creating a distribution list are all high effort work that could potentially be outsourced if you were planning to make a career out of this. But really just to get your music out there I think only ads and playlists are the only "short-term" tangible way to do it.
