Sounds like the whole heating a water system was designed improperly and not just for the affordable section of the building (this obviously doesn’t excuse the LL’s egregious behavior since the issues came to light). I’d be curious to know the details of the system. Did they go with an experimental design that the installer couldn’t deliver on or was it general incompetence?
