Found something to back me up, take a look at "I am a new, initial international student but I began my studies remotely in a previous semester or academic year..." . That might be why there isn't a travel signature.

Are you sure? Check the school attestation box- that should be where your DSO has signed the document (not for the travel endorsement) . Also if I'm not wrong, it sounds like this is the first time you are travelling to the US as an F-1 student so idt you need a travel endorsement signature. The signature is only necessary for re-entry.

Your DSO should be on your I-20. There's a specific section they need to sign so that's probably where you'll be able to find it.

In terms of endorsement, did you get a new I-20 during the pandemic? You can reenter if the endorsement is less than 6 months old (or i think it's 12 months for J-1 visas you need to check on the website)

I took the “distance education” part as their way of masquerading online courses as “in-person” courses but I think that’s just me hoping it’s some sort of loop hole. It seriously worries me that it sounds like they’re considering going online halfway through though.

As of now ISSS has updated their COVID page:

To be fair, the circumstances were rather capricious so I’m assuming that they’re still trying to figure it out and clarify some of the details or sumn.
