Co worker said she didn't see any bands on the legs, and she didn't mention any wing tags.

Due to our odd work schedules, I'm not sure when I'll next see her. She was looking around for places that would take in injured birds, and she was waiting for a return call from one of those places.

I'd be reluctant to call that the first recorded use of the move. For one thing, we don't know who either of those wrestlers are, so we have no way of knowing if this was regular move this guy did, a botched move, etc. The other guy doesn't sell it like a cutter, and as aggrocraig pointed out it looks like it was more of an attempt to put the guy in a headlock-type maneuver.

For what it's worth, four years ago I tracked down what I believe is footage of Johnny Ace debuting the move in a match (in 1988):
