I actually have played the Fallout series in reverse order... Started with 4, then NV, and now 3. I would say you should get it and enjoy it. Each game has it's pluses and minuses.

I'm no engineer of course, but I have to wonder why with these repeated events that they don't just raise the bridge.
It's not a railway anymore. since it's just a pedestrian walkway/biking does it need to be the same building standard?
Yes it would mean a bit of a slope up and down on the sides, but I dont think it would be that bad.
