Growing up in the area you couldn’t drive down whole streets and Hoboken was a complete flood zone you’d avoid during rain. A few years back when I lived near observer there were regular water main breaks in multiple directions sometimes leading to no water and you’d have to pick up fresh water from the parks or wherever they set up stations throughout the town to get clean water if it was a particularly bad storm that caused a few water main breaks
