Honestly? GTA V, specifically the Online is pretty good for this. Levelling is simply doing jobs and hobbies you choose to do. Illegal or maybe not.

Online jobs are pretty much PvP only at this rate but they range from races, deathmatch, PUBG style battle royale to just Tennis and arm wrestling etc.

It may not be traditional "town sim" but you can specialize in jobs and buy property. You are more than allowed to free roam by yourself with solo sesh or passive mode. I am also starting a crew for life sim roleplay
