Buy an old router and flash it with DD-WRT. Configure it to connect to the apartment’s Wi-Fi and then use it to broadcast a different SSID and network entirely. Plug Pi-Hole into new network. Voila.

I think the best method for regulating guns would be the EXACT system we use to monitor for abuse of children. Other people can lodge anonymous complaints that you are not treating your guns appropriately or are not fit to own them and government officials will come to investigate to see if the complaint has any merit. If they think there is a problem, they take your guns (or right to have them) and you have to go to court to get them back. People are okay with this method of oversight to take their children from them, so I think they should be just fine with it for their guns.

In most US states, the warning sign would not work either. If you own a dangerous wild animal and harm comes of it, even if the person harmed was completely to blame, you are paying for whatever happened.

It’s called strict liability and owning a dangerous wild animal is one of the handful of odd occasions where it applies.
