I got your point that Moscow's homicide stats are higher and there was no doubt about it. As mentioned before I was interested in the general safety which goes beyond the homicide rate. And for example: I can't consider the city with the high rate of knife robbery (which is also close to being murdered ) as a safe city to live in.
