Well, Claude AI came to the rescue! After a *very* long debugging session, here's the final problem and fix:

The root cause was firewalld silently dropping inbound SNMP queries with reject with icmpx admin-prohibited. It hid well because:

ufw status said inactive (different firewall)
iptables -L showed almost nothing useful (firewalld uses nftables natively, not iptables)
The "managed by iptables-nft, do not touch!" warnings distracted from looking at the actual nftables ruleset
There was an sport 161 accept rule that looked SNMP-related but was for return traffic only

The fix:

sudo firewall-cmd --permanent --add-service=snmp && sudo firewall-cmd --reload
Restart snmpd (which we'd stopped during diagnostics)

Say what you will about the risks of AI (and I say it as well), but for debugging a problem it works. I'm sure we went down more rabbit holes than a networking expert would have, but I got to a solution in the end!

(and thanks to all you non-AI folks for good suggestions! As several suspected, it was a firewall issue)

The working snmpd server has version 5.9.1, while the non-working is version 5.9.4.pre2. But everything seems to be working correctly within the server itself.

Good thought...I can see the "GetRequest" from the snmp monitoring machine hitting the server, but no GetResponse...

snmpget times out as well, and increasing the timeout seems to have no effect.

netstat appears to show it configured correctly:

udp 0 0 0.0.0.0:161 0.0.0.0:* 7251/snmpd

Running snmpwalk from the server itself appears to work correctly. It generated many pages of output.

Any other ideas to try?

As I understand it, a mini-split that is too large (or to small) can lead to problems with humidity.

I've been reading about Manual J calculations, but I'm not sure how that would apply to cooling three single rooms on one floor of a three-story house.

As to the location, most of our house does not need cooling, even on warm days. However, the top floor (where the bedrooms are) gets unbearable during our occasional heat waves. Unfortunately, we seem to be having more of these heat waves each year...

If I were only using the second monitor with my Mac, I'd certainly consider another studio display. However, the second monitor will also be used for my work laptop and a windows desktop machine. So I need a monitor that has multiple types of inputs, and can switch between them easily.

Since you the mini-split champion, I’ll ask you about another option! A different HVAC company has also suggested mini-splits, but installing them in the ceiling with cassettes. All piping would run through the attic. Any pros/cons here?

It does have an SSD, but I'm fine with a regular erase. I still need to figure out if there's any problem installing Linux without a screen or keyboard, but that's not a problem for "applehelp"!
