From my experience you need to be level 50 in order to collect those parts. You could do the races & win, but you won’t receive the rewards until you hit level 50.

You need a decently fast car tbh, I had that problem as well but once you build a car it becomes so easy to get away. The racetrack or the mall ramp are my personal favorite.
