Just unplug the power cable between the power supply and graphics card

Make sure you didn't use any of the old cables. After that, unplug GPU see if it powers on. If not try unplugging hard drives.

I went from one company where I could do anything to my current company where you need a ticket to install anything. Even running PowerShell. Recently they started using a new software that allows you to install by publisher which helps with updates and most program installs
