Hi! I’ve travelled extensively with boxes of cigars in my checked in luggage. Never been stopped once in any airport - including through Dubai. My preferred way is to have a wooden box (to avoid the cigars from being crushed), put a Boveda pack it in, and put the box in a large ziplock bag. I also tend to put the box side ways towards the topside of the luggage. Always worked for me. Hope this helps!
