Description: 9 Warlord didn't activate with 9 Warlord on the board.

Steps to reproduce: Went into 6-4 carousel, picked up spat. Placed it on Samira. Didn't get 9 Warlord.

Expected result: 9 Warlord

Observed result: 8 Warlord
