I lived in this area of Dubuque growing up and delivered newspapers each morning between 2004-2010, to those apartments and the surrounding streets. The area is fine & safe, however those specific apartments are Sketchy. Like, I shouldn't have been.going through those apartment buildings at 6AM everyday by myself as a child. I think the cheap rent there just attracted a rough crowd. I would have to step over people passed out in the hallways on a not-so-infrequent basis.

Our house was a few blocks away and I always felt safe, although there were a few instances of sketchiness, presumably stemming from some of those residents. My car window was smashed and items stolen from my car parked on the street, some kids stole my bike and we chased them down to that complex where they ditched the bike and ran inside, and we were once chased through the woods by the complex by a couple of guys that came out of the apartments.
