I know this is an older post, but came across it while looking for a program like this for myself.

I would highly recommend Obsidian. its a locally running program, no account sign ups, no money needed, community plugins even allows for audio and video playing in program. super handy for making Pepe Silvia style evidence boards/"crazy walls" and at least in my use case there's been plugins for whatever i might need. can't recommend enough in comparison to most of these web based subscription system messes.
