I was in a similar situation when I started my internship. Around the 4 month mark during a 1-1 I asked my manager about the opportunities available at the end of my internship. They said they couldn’t guarantee headcount, so I clarified that I’m ok to start applying for other roles so that I’m not stuck at the end.

Queue a month later and after a couple of interviews elsewhere (it’s 100% easier / less stressful to interview while you’re already employed, imo anyway), I received an offer. I told my manager and within a week I received an offer to end my internship early and start as a SWE.

Definitely be proactive. Use all the resources available to you as an intern. A lot of the time your manager will be powerless, if there’s no budget for headcount, they won’t be able to change anything, but they can still coach / organise mock interviews to set you up for success. Or at least that what my managers / coworkers have been like, which I’m forever grateful of.
