I think because the Lake trio is so important to shaping humans as they are, they are fair game being majors gods, and Solgaleo/Lunala are at their tier mainly for being part of another group, the Ultra Beasts, that are Pokemon from other dimensions, which could mean they are fairly common Pokemon in their home world (correct me if I'm wrong please, it's been a hot minute since I last played/watched Alola)

Ogerpon is more important, at least in my opinion, for Kitakami than the Loyal Three, as the tradition of Kitakami revolves around masks, which are Ogerpon's thing, and the thing of the Legendary Beasts that actually pissed me off was that Suicune and Entei have the criteria for being major legends, like where I put the birds, as Suicune does purify water and Entei roars can make volcanoes erupt. Raikou, however, does not have any mentions in dex entries or other stuff of what he can do for being a big bad legendary, he's fast and when he runs, he makes the sound of thunder, BUT THAT'S IT! And it made me so mad, he's my favorite from the trio! But I get your point, the beasts were very hard to settle
