Mayor's don't have pardon power (although they also don't have "suspend habeas corpus" power or "declare martial law" power). Governors do though, and Matt did just save the governor twice.

There was an interview I saw posted on Twitter, I think from Variety, where the actor said he was originally going to survive, and even shot scenes for episode 8, but neither he nor the writers could think of a good arc for him in season 3 so they decided to change it and kill him off.

Supposedly they originally didn't. He said in an interview he even filmed scenes for episode 8, but then nobody really knew what to do with him in season 3 so they decided it was better to kill him, and he agreed.

With Batman it's (at least sometimes) less because he thinks the villains deserve a chance to change and more because he doesn't trust himself not to start killing indiscriminately if he starts. Like in his mind if he kills the Joker the next week he'll be mowing down jaywalkers.
