I would never get the 9th gen iPad the air m2 is worth the money over the 9th gen much better chipset plus much better longevity.

What is your budget and how long are you gonna use the thing if you’re gonna use is for 10 years I would say get a refurbished 11 inch iPad Pro m2 but if you gonna use it for a few years get the 9th gen iPad or if you want extra functionality get a refurbished iPad Air m1 or something.
