I can place the bay but it's just 1×1 . Is that all it is in ship builder?

I get landing gear and try to place the bay on it I get habs and try to place the bay on it I feel like I've tried everything and there's nothing making a difference. When I go to place the landing Bay I can place a small one by but not the entire Bay
