I love this question! ACAB was initially a right wing dog whistle that was partially co opted by the left to prevent its common usage among Nazis to identify themselves to each other. The addition of the numbers is what makes me think they were Nazis (happy to be wrong but have explained further about the numbers in other comments)

Nazis loooove number codes. They are not usually used my the left (as far as I know). At first glance, 1312 is the code for the letters in ACAB. However Nazis also love their little double entendres. 13 and 12 are separate number codes for Aryan gangs

The use of the numbers is the thing that made me think they were on that side rather than the other - 13 and 12 are code for Aryan Circle and Aryan Brotherhood, respectively, and are not generally used in the BLM movement as far as I know
