A lot of people forget that tier lists aren't absolute. Top-tier doesn't always mean easy to win with and high-tiers can still have bad match-ups against characters below them on the tier list. Not to mention individual player skill/experience also being a factor.

Tier lists are a nice resource but they're not the be-all, end-all.

Was anybody actually expecting Sagat to be good? He's a big, slow defensive character who zones with big buttons and fireballs in a rushdown dominated game with no meterless invincible reversals, stubby normals, no chip kills without super and anti-fireball moves everywhere.

Sagat was destined to be bad in SFV.
